Hello from our President

 

Welcome to the 2009 season at the lake.  Your Association continues to make progress, but not without a few challenges.  This August 8th, at our Annual General Meeting (AGM), myself and 2 of my colleagues will be stepping down from the Lake’s Board of Directors.  Jack and Dianna Patch have served your Association since 1999.  Their input has been immeasurable, and we extend them our sincere thanks and best wishes.  As for myself, I now live full-time in Madoc, and my cottage is listed for sale.  Therefore, like Jack and Dianna, I will not be seeking reelection at the August AGM.  I extend my deepest gratitude to those I have served with on the Board, our group of dedicated Zone Representatives, and to those who serve on our various committees.  It has been a pleasure and a privilege to serve you, our members.   

Last year, we introduced our Association’s web site located at www.moiralake.org.  Introducing new technology is often challenging, and the web site has been no exception.  Notwithstanding, we remain 100% committed to overcoming these challenges, and we look forward to expanding the functionality of the site going forward.   The site presently contains plenty of useful information, and, while we are in the process of updating the site with current data, we request your patience as we move forward.  The site is intended to provide our members with much and more of the information previously supplied in this annual Newsletter.  Having the site, therefore, enables us to significantly reduce the size of our newsletter, hence, less paper.  Therefore, we continue to supply our members with an abbreviated version of the Newsletter.  This enables those who do not have access to the site, to still receive valuable information.  I wish to thank the members of the Web Site Committee for their continuous efforts in dealing with the challenges.  I also acknowledge the input and support of Mark Beaulieu, consultant to the Web Site Committee.  I thank the Newsletter Committee for once again producing an informative and interesting document.

This Newsletter contains a few topics I wish to draw to your attention. This year, we celebrate your Association’s 6th Anniversary in hosting the Centre Hastings’ annual Regatta on Saturday, July 11th.  In response to suggestions, we have moved the date of the Regatta from June to July, and we expect the warmer weather will attract more participants than ever before. I invite you all to come to this free family-fun day. 

Lake Steward, Nic Carey, has written a column that addresses lake water conditions and the boat operator certification. Our Private Roads Committee tells us how the Municipality allocated $5,000.00 last year toward gravel costs, and how your lane may qualify for a gravel subsidy this year.  More detailed information for this and Weed Harvesting is outlined in the “Items of Interest” section of this Newsletter.

2009 is an election year.  The election of Directors will take place at our annual general meeting.  Please consider becoming involved, either as a Board Executive or as a member of one of our committees.  I am sure you will find the work, if I can call it that, to be very gratifying.

HELP WANTED!

 

Your Association is involved in various activities such as the web site, the regatta, liaison with government and other bodies, the newsletter, private roads, etc.  Are you interested in the welfare of Moira Lake?  Do you have concerns about the future of your cottage property?  In order to provide these services, we need volunteers to come forward.  Otherwise, these will simply cease to exist.  For example, there will be no golf tournament this year.  With enough volunteers, the workloads are small, but mean a lot to many families.  Why not lend a hand, and have lots of fun in the process?  You will not be working alone, and you will enjoy the experience. 

In Addition…

We are looking for members to consider joining the Lake Association’s Board of Directors.   All volunteers who act for the Association are protected with liability insurance.  Now that we have our own web site, we see much of the workload being significantly reduced.  Be part of the team that makes the MLPOA one of the best lake associations in Ontario.  


News From Our Lake Steward

 

Though not as high as last year, the lake water level in May was very high making boat launching, dock installation and buoy installation difficult. The water temperature is surprisingly warm and I would urge you hardy Canadians to get in the lake and try it out for yourselves.  I have been in the lake since the 26th of April without a wet suit, and I am still alive enough to write this article!  Mad Dogs and Englishmen - eh?

Weed harvesting will commence in mid July, and I would ask you to place your orders through the Municipality in good time so we can organize a proper schedule to make this as efficient as possible. There was some very good feedback last year with areas such as Pitts landing benefiting hugely from the weed removal. The beach and boat launch areas were particularly well cleared, and we are expecting that these areas will continue to flourish with (hopefully) less attention in the future.  Last year we were allowed to harvest around and up to Deer Creek, which was fully clogged with weeds. This is causing concern as the lagoons are emptied into Deer Creek twice a year (Spring and Fall), and there is evidence that this is concentrating in the weed beds.

If you cut weeds yourselves or see floating weeds, please get them onto the shore.  They can be dried and burned, or used as a compost base in your gardens.

Water quality is improving year by year and continues to get better. A consequence of this, however, is weed growth. The clearer the water the deeper sunlight reaches and the

 

 

 

faster the weeds grow.  Solve one problem and gain another!  The zebra mussel is on the downward trend of its approximate 12-year cycle.

Discussions are continuing with Quinte Conservation and the Ministry of Natural Resources on improving fish habitat and spawning grounds.  In particular, the “Narrows” and Deer Creek are being considered.  Pickerel are the main focus as they like to spawn on rocky bottoms, and some of their traditional grounds are getting choked with silt.

This summer, you will see the Fire Service Rescue Boat on the lake. The boat is now fully equipped and moored in our cove at Boat Launch Road.  Trained personnel are ready for a fast response to emergencies.

And last but not least - BOATSMART is upon us.  As of September 15th, 2009, all boaters need to carry a Pleasure Craft Operator’s Card while operating a powered watercraft.  To avoid fines, be prepared to provide proof of this certification to the OPP and Conservation Officers patrolling our Lakes.  You can sit the necessary test 'on-line' or I can arrange this for you.  You may contact me at 613-473-5551 or call 1-877-792-EXAM for more details.  Alternatively, go to www.boatsmartcanada.ca, and all will be revealed!

Summary Minutes from the 2008 Annual General Meeting

 

Barb Bouchard opened the meeting and reviewed the agenda.  Reeve Tom Deline re: Municipal Matters.  Mr. Deline committed to ensure we would be advised of the lagoon discharge dates in advance.  He invited us to become involved in the future long-range plans for the area.  Highway # 62 project may be some 4 years away. The Municipality will allocate $5,000.00 as a subsidy for gravel for private roads around the lake.

Dr. Yorkston re: the Tri-Area Medical Centre Various specialists are in place to provide more specific services.  The clinic is open Saturday mornings and Thursday evenings.  Care is available to cottagers on a case-by-case basis (can sign on to be on the roster).   Business Meeting.  2007 AGM minutes approved.  Liability insurance is in place. Approved a donation of $2,000.00 to the Tri-Area Medical Centre.  Reports received from Regatta, Golf, Roads and Web Site Committees as well as the Lake Steward were all approved.  On closing, Barb Bouchard reminded all that 2009 is an election year.  The Association is looking for members to serve on the board as well as on committees.

This year’s AGM is an election year.  Saturday, August 8th at the beautiful, new Madoc Arts Centre.  A proposal from the Fire Department to support their water rescue initiative will be made.  Door prizes for attendance will be awarded.  Please bring your MLPOA membership card.

Garbage Bins and Recycling Stations

Only non-recyclable household waste contained in CLEAR PLASTIC BAGS is to be placed in garbage bins. The recycling stations are for recyclable waste as per directives issued by Quinte Waste Solutions. These directives are available from either your Zone Reps or the Landfill Site.  All non-collectable material is NOT to be left at these garbage and recycling stations, but MUST be taken to the landfill site.

Private Roads Committee

In 2008, the Municipality allocated $5,000.00 towards the cost of gravel for upgrading of private roads to meet the criteria set forward by the Fire Department.  Lanes that submitted a 5-year road plan and receipts for gravel costs, qualified for the gravel subsidy.

In order to qualify for the subsidy in 2009, Zone Road Reps must submit their 5-year plan (if not already submitted) to the Committee.  Receipts for all 2009 gravel costs must be submitted to the Committee by no later than the close of the AGM on Saturday, August 8th, 2009.  For further information, contact:

Weed Harvesting – Common Areas

The Municipality of Centre Hastings will clear weeds from Deer Creek, Reynolds Landing, Kiwanis Beach, the River Outlet, the Narrows between bridges and the culvert connecting the two lakes.

 

 

Weed Harvesting – Private Shorelines

The Municipality’s weed harvester will be available to clear weeds along private shorelines from mid July. The cost is $120.00 per cut to a permitted maximum of 100 square meters. The cost includes weed disposal. This service is available to MLPOA members only.

Payment must be made by July 1st.  Please make your cheque payable to “The Municipality of Centre Hastings – Weed Harvesting”.  Mail your cheque to:

It is important that you physically identify the property/area you wish harvested, showing your Lane Name and 911 # visible from Lakeside, to allow the harvester operator access to the correct location. This can be accomplished with either a permanent or temporary sign directing the operator to the area you wish harvested. Please direct any questions to Bonnie Jones at 613-473-4030.

 

 

911 Lakeside

This refers to the placement of 911 signs that are visible from the lake.  These signs will be useful to rescue/emergency watercraft. Placement of lakeside 911 signs is voluntary.  Private property weed harvesting will benefit from lakeside signage.  Members requesting weed harvesting of private shorelines will be asked to identify their properties (lane and 911 #) Lakeside to allow the harvester operator access to the correct location to be harvested. 

Summary of Centre Hastings Fire By-law 2000-21

During the period from April 1st to October 31st no fire for the burning of grass, rubbish, wood or other combustible material shall be permitted outdoors between the hours of 7:00 am – 7:00 pm, except for the following:

·         Fire for cooking or warmth

·         A small fire no more than 1x1 meter attended at all times by an adult

·         A fire in a metal container covered by a metal mesh ¼ inch in size

Please note: 

·         Between October 31st and April 1st of any calendar year, persons who permit any fires to burn out of control shall be responsible for the cost to extinguish the fires.

·         If the need arises for the Fire Department to use the services of the MNR water bombers, all watercraft are to be docked.

·         Remember to check all your smoke detectors when you return for the summer.

 

 

Cottage Fire Insurance

Please see the attached letter from Fire Underwriters Survey addressed to the Fire Chief.  You may wish to provide a copy of this letter to your insurance carrier as you may qualify for a reduced premium.

 

Highway 62 Resurfacing

The MTO is planning to resurface Highway 62 from Ivanhoe to 1 km south of Quin-MO-Lac Road and Madoc southerly 1.7 km this summer. 

The full project, including the realignment of the highway through the “Two Loons” and other properties, is still undergoing archaeology and ground water studies.  Detailed design of this section of the highway will not begin until the studies have been completed to the satisfaction of the Ministry of the Environment (MOE).  Following MOE approval, 1.5 to 2 years will be required to complete detailed design.

During the detail design process, the existing twin culverts at the Moira Lake narrows will be reviewed for appropriate replacement design, staging strategies and environmental impacts.  All issues/concerns/comments (such as: need for lowering the culverts, etc.) will be reviewed, consulted with appropriate agencies, and the most appropriate solutions will be included in the design.
